OPEN LETTER
To: President Donald Trump, the U.S. Congress, the American People
And the Leaders of the Free Nations of the World.
Regarding the U.S. - China 2017 Summit in Florida

Mr. Xi Jinping, President of the Communist Party and the People’s Republic of China (PRC) will meet U.S. President Donald Trump on April 6 and 7, 2017, in Florida.

We, the Vietnamese people in Vietnam and overseas, would like to express serious concern over China’s violations of the following international principles and laws:

ON HUMAN RIGHTS: Violating the human rights of the Chinese people, depriving them of their fundamental freedoms, suppressing the Falun Gong, persecuting the people of Hong Kong, brutally dominating Tibetans, Uighurs and Mongolians.


ON TERRITORIAL SECURITY:  (1) Nourishing the North Korean communist regime in its possession of nuclear weapons, which threaten security in the region and that of the United States; (2) Occupying and dominating Tibet, (3) Encroaching on the territory of Vietnam with the support of Vietnam’s Communist Party; (4) Invoking the U-Shaped Nine-Dash line to claim over 80% of the South China Sea, despite the judgment of the Permanent Court of Arbitration in The Hague on July 12, 2016, (5) Forcibly occupying islands and territorial waters of the South China Sea, including the Paracel and Spratly Islands of Vietnam and Scarborough Shoal of the Philippines; (6) Building artificial islands, destroying coral reefs and marine habitats, and establishing military bases throughout the South China Sea; (7) Threatening the Senkaku Islands and Japan's territorial waters; and (8) Creating insecurity for the Asia-Pacific region, including the United States.

ON ECONOMIC AND ENVIRONMENTAL MATTERS: (1) Stealing personal, security, national defense, scientific and commercial information from the United States and the world, (2) Refusing to honor WTO international trade laws by producing counterfeit goods and otherwise violating intellectual property rights (IPR), causing serious damage to the economy of the United States and of the world, and (3) Seriously polluting domestic waters and marine life, producing toxic goods and food.

Whereas, the policy of previous U.S. governments was insufficient to contain the aforementioned threats and to protect U.S. allies, causing the PRC to dominate the South China Sea and to carry forward its expansive intentions,

Therefore, we the Vietnamese people in Vietnam and in the world,

1. Forcefully condemn and denounce the above-mentioned offenses of the PRC;

2. Respectfully request President Donald Trump and the Heads of Free Countries to adopt strong policies and resolute attitudes to protect the human rights of the Chinese people and to safeguard the territorial integrity of the nations of the region as well as the interests and security of the United States and the world;

3. Request international intervention to compel Beijing's communist authorities to comply with the judgment of the Permanent Court of Arbitration in The Hague on July 12, 2016, and relinquish claims over the South China Sea to Southeast Asian nations, including Vietnam.
